Microsoft is changing how cloud gaming ships with Game Pass. In a September 3 Xbox Wire post, Team Xbox confirmed that beginning in November 2026, each Game Pass plan will include a set number of cloud gaming hours per month instead of the current unlimited streaming model for eligible subscribers.
The included allotments are:
- Game Pass Ultimate: 15 hours per month
- Game Pass Premium: 10 hours per month
- Game Pass Essential: 5 hours per month
Microsoft says it expects the change to impact about 4% of Game Pass subscribers—primarily players who already stream heavily. After the included hours are used, subscribers will be able to purchase additional cloud playtime through the Xbox Store. Available hours, purchasing options, and features may vary by market. Pricing and further details are scheduled to arrive before the November switch.
Cloud play without a Game Pass subscription

The same November window adds a second path: players will be able to buy cloud playtime hours and stream eligible games they own on supported devices without a Game Pass subscription. Xbox positions that option for occasional cloud use and for Xbox One owners who want Series-class titles via streaming when a hardware upgrade is out of reach or delayed.
Why Microsoft is metering the pipe
Xbox Wire’s explanation is cost and scale: cloud usage grows as more people stream for longer sessions, and monthly limits are meant to keep the service sustainable while Microsoft keeps investing in reliability and performance. The company acknowledges that for some players the practical result is a higher cost. It says it will share more in November on pricing, eligible games, market availability, and how players check remaining time—and that it will listen to feedback before and after the change takes effect.
For now, the confirmed facts are the November start date, the 15 / 10 / 5 hour tiers, Store top-ups for extra hours, and the owned-games cloud purchase path. Local console and PC Game Pass downloads are a separate conversation; this announcement is specifically about streaming hours included with each Game Pass plan.
